When did elementary teachers become so "Politically Correct" that pre-adolescent children need to be handcuffed and arrested?

Texas has some very progressive and sensitive school systems, especially in and around the big cities.
I would be interested to learn how their progressive views have been instrumental in reducing .... well, "School Shootings" for example.
I seems to me that airmed men, determined to stop interlopers, would be more effective to stop school shooters than kind words and wishful thinking.
