Who is in charge here?

The American Congress is willing (if tentatively) to allow American troops to be armed in (some) Domestic venues.

But America's Top Military Command is reluctant to allow his troops to "Carry", citing concerns about safety and gun-handling competence on the part of domestic troops.

WTF?  Who is in charge here?

And if the Army can't train troops to be responsible firearms handlers, what does that say about their leadership?

The brass happen to be right. Except for military police, the military is not trained in weapon safe handling, or retention in a civilian setting, the way the police are. You picked on the Army, but the Navy and Air Force get even less small arms training than the Army does. Then you have the fact that the military uses FMJ ammunition. So they shoot a terrorist, the bullet goes through and kills an innocent civilian a half block away. The best solution is to move recruiting stations out of store fronts in strip malls and into more hardened federal buildings where you cannot do drive by shootings.

Recruiting is best done in the neighborhoods. So moving to a hardened site is not the best thing. How about more training. How about security police (USAF) or MP's be stationed at the centers. How about we train our troops better.
